A recent decision of the Verkhovna Rada may change the face of the Ukrainian film industry. People's deputies proposed to approve a state program that will promote learning English through cinema. The initiative involves reimbursing the costs of screenings of English-language films not covered by ticket sales.

Support of the Humanitarian and Information Policy Committee

The Humanitarian and Information Policy Committee supported this initiative, which is part of the draft law on the use of the English language in Ukraine, submitted by President Volodymyr Zelenskyi in 2023. The approved amendment provides for voluntary reimbursement to movie theaters, but subject to certain requirements.

Conditions and requirements for cinemas

According to the amendment, every cinema must hold at least 8 screenings of English-language films every month. At least two of these sessions must take place on weekends or weekdays after 6: 00 p.m. This creates opportunities for viewers to have wider access to English-language content.

Impact on learning English

The introduction of this program can significantly affect the popularization of the English language in Ukraine. This will contribute not only to language learning, but also to cultural exchange, as viewers will be able to watch films in the original language.

Restrictions and balance

It is important to note that screenings of films in the original language cannot exceed 10% of the total number of sessions in the cinema per month. This provides a balance between Ukrainian-language content and foreign films.

Forecasts and expectations

The Committee recommends that the Verkhovna Rada adopt the draft law in the second reading and as a whole. If the draft law is adopted, it will be an important step towards the integration of the English language into the everyday life of Ukrainians.
